Regression: Navigation issue is observed on Settings page.

Issue descriptionChrome Version: 59.0.3071.109 (Official Build)8d31b54270a793a0f98e76579c8fd0405bbd6ac6-refs/branch-heads/3071@{#805} 32/64-bit. OS: Windows(7,8,8.1,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.1, 10.12). What steps will reproduce the problem? 1. Launch chrome, go to NTP and navigate to chrome://settings/help page from wrench menu or typing in omnibox. 2. Go to 'Main menu' list and click on 'Languages' option under 'Advanced' section (It will navigate to 'Languages' section). 3. Now, click on back navigation button till it reaches to NTP. 4. Click on forward navigation button till it reaches to chrome://settings/languages page and observe. On clicking forward navigation button, Settings page doesn't navigate to 'Languages' section. On clicking forward navigation button, Settings should navigate to 'Languages' section. This is a regression issue, broken in M-55 series, below is manual regression range. Good build: 55.0.2847.0 Bad build: 55.0.2849.0 Kindly review the attached screen-cast for reference.
