We should understand why that is to see if there's anything (likely interventions) we can do to fix it.

I've pinged the osd team to see if they can fix on their end. On the Chrome side, we might want to consider interventions like in issue 766068, although this is in more of reasonable ballpark that is harder to distinguish from legitimate usage.
