Chrome doesn't remember my translation preference

Project Member Reported by napper@chromium.org, Jun 20 2017

Issue description

From jimmyhuang@google.com:

Chrome 59.0.3071.92
OS: Android 8.0.0; Pixel XL Build/OPR1.170608.004

My phone's language is English Australia, I visit a Chinese language website:
1, it asks me if I want to translate Chinese (Simplified) to English, I tapped Nope. - Screenshot_20170616-103701.png
2. then it asks me if I want "never translate this site" or "never translate Chinese (simplified)", I tapped Never Translate Chinese (simplified)" - Screenshot_20170616-103707.png
3. clear chrome data again or switch to another new phone, sign in Chrome, and revisit the site, Chrome asks same questions again.

it seems the translate preference is kept locally, not sync'd to my Google account.

attached bug report from the phone (not sure if this useful)

Translate blocked languages are stored in sync preferences under "translate_blocked_languages". These settings are definitely synced across devices (e.g., block a language on Android and it will also be blocked on desktop). I have verified that this is working.

I am not sure what happened in this instance, and I can't reproduce the error.

Perhaps the user was not signed in in the first instance? Then their settings would not sync.

It seems most likely that the user simply switched devices before the sync had taken place, so I am closing this as working as intended.

Please reopen if there appears to be an issue with syncing translation preferences.
