The file components/content_settings/core/browser/content_settings_utils.h repeats the definition of the extension constant kExtensionScheme.

As noted in the comment in content_settings_utils.h, this was done to avoid dependencies. 

We should find a way to consolidate the kExtensionScheme constant so it is not redefined in //components
