When reopening tabs from previous session, Chrome opens some of tabs that were already closed during that previous session

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.86 Safari/537.36

Steps to reproduce the problem:
1. Open Chrome (have in settings Continue where you left off)
2. Open and browse several tabs, then close some of them, some leave open when closing session
3. When starting Chrome session the next time Chrome opens tabs that were open upon closing previous session + it opens also some of the tabs that were already closed during the previous session

What is the expected behavior?
Opening only tabs that were open when closing Chrome , not the ones that were closed during the session

What went wrong?
Chrome keeps opening tabs that were closed during the previous session (not only the ones that were left open when closing Chrome).

Wanted to add that I have even tried to add new Profile and even Reinstall Chrome, but the problem stays. Although only Tabs that were open upon closing should reappear, it seems that some of those closed tabs (during the session) also somehow stay in Chrome's memory,

Tested the issue on windows 10 & 7 using chrome M59 #59.0.3071.109 and M61 #61.0.3137.0 and issue is not reproduced.

Steps to reproduce:

1. Opened Chrome (Changed settings in Continue where you left off).
2. Opened and browsed several tabs, then closed some of them, some left open when closing session.
3. When starting Chrome session the next time Chrome opens tabs that were open upon closing previous session only.

@renarsroze-- Could you please update your chrome to latest stable and check if you can still able to reproduce the issue and update us with your observations.
