Don't show Chrome Home IPH until the user has navigated/collapsed Chrome Home

What steps will reproduce the problem?
(1) Run through FRE

What is the expected result?

Don't see IPH until Chrome Home is collapsed

What happens instead?

See "Swipe up to access bookmarks, etc." when Chrome Home is fully high
