[devtools] full-page screenshots not working on windows

Reported by kaycebas...@gmail.com, Jun 19 2017

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.32 Safari/537.36

Steps to reproduce the problem:
Command Menu (Ctrl+Shift+P) > "Capture full size screenshot"

What is the expected behavior?

What went wrong?
Functionality is the same as "Capture screenshot". That is, it only captures what's in the viewport, not the full-page.

Did this work before? N/A

Chrome version: 60.0.3112.32 Channel: n/a
OS Version:
Flash Version:

Haven't repro'd this myself. These are reports from DevTools users.

Just tried it in Canary Windows (61.0.3129.1 (Official Build)) and couldn't repro.

Could you gather a repro case (maybe just a URL where they see this issue) from one of the issues that reported this? Thanks!

Always the bug. Depending of the page height, on Google for exemple it can works fine, but on Waymo (https://waymo.com/tech/) for example, it don't capture the entire page.
