[NTP Tiles] Request favicon from the server of correct minimum size on iOS

icon_cacher_impl.cc prefetches missing icons for MostLikely tiles. It requires a minimum size of 48px from the favicon server.

 - This matches Android requirements - 48px, independent of scale factor.
 - iOS on the other hand requires 32px * scale factor 
   (scale factor is 2 or 3 on current iPhones)

The clients should pass in the required minimum size to IconCacher so that we ask for correct sizes on both mobile platforms.

To clarify the impact of this bug:

The effect of this bug is that we somtimes download a 48px icon from the server but we do not display it as it does not match the 64px minimum size. Instead, we only show a colored tile.

A different solution has been applied: download icons of whatever size and use them to color the tile if they are not large enough.
