Move logic that sets PKP on the transport_security_state to common place

Currently, the call to transport_security_state->AddHPKP(...) is done from two places: iOS specific cronet_environment.mm and Android specific cronet_url_request_context_adapter.cc. We should move this logic to the common URLRequestContextConfig::ConfigureURLRequestContextBuilder().
