beforeunload doesn't trigger in brand new tabs

Issue description

The beforeunload dialog does not appear under particular circumstances. These steps demonstrate the bug in the current Mac canary (61.0.3135.0) but not on the current Mac stable (58.0.3029.110):

1) Navigate to the attached HTML document
2) Click the "!" button on the page
3) Click in the omnibox
4) Type another URL and hit enter
5) Observe no prompt
6) Click the back button to get back to the test HTML document
7) Click the "!" button again
8) Press the forward button
9) Observe a prompt

This does not repro with 59.0.3071.104 on Linux, nor with 61.0.3132.0 on Linux.

FYI I'm working on a slightly modified version that makes a change in the page to make it clear that the button was indeed clicked, and I am reproducing this problem.

I can no longer reproduce this. Is this still happening? (I prefer my modified version of the test case because you can tell if the click registered, as I mis-clicked a few times and missed the button.)
Status: WontFix (was: Assigned)
I haven't seen this in regular use in quite a while, so maybe this bug is gone now. In any case, if you can't repro it any more and I'm not seeing it I'm inclined to now WontFix it.
