link preloads with media attributes not responding to viewport changes

I received reports of issues with resources preloaded with a media attribute and viewport resizes: https://stackoverflow.com/questions/42441960/preloaded-media-query-css-doesnt-applies-on-resize-in-chrome/42456011#42456011

I wasn't able to recreate the issues myself (and was hoping for the OP to create a test case), but thought they better be documented here.
