Portrait Monitor Scroll Tearing

Issue description

Chrome Version: ALL
OS: Win7 (probably more)

What steps will reproduce the problem?
(1) Rotate a monitor 90 degrees into portrait mode.
(2) Scroll some web page (mouse wheel shows it best)

What is the expected result?

Beautiful, smooth scrolling.

What happens instead?

The scroll "tears" down the middle with one side jumping ahead of the other.

Because the refresh still goes top-to-bottom as though the monitor is in landscape mode, if the point occurs half-way through the refresh then the left side will scroll first with the right side catching up during the next refresh.

It's quite obvious and distracting.

This sounds like a graphics issue rather than Blink.

Does this happen with other applications (in particular, things that use DirectX?)

Assigning to Windows folks.
I no longer see this with
65.0.3325.125 (Official Build) beta (64-bit)

Scrolling is super-smooth both with arrow keys and the mouse wheel.

But I've also upgraded my workstation to Win10 so I can't say which change has made the difference.
