MD Settings changed notification setting from Allow to Ask |

Issue descriptionChrome version: Chrome M59 OS version: Any - confirmed with Windows/Mac Notifications settings in chrome://settings/content was changed from "Allow" to "Ask" as the settings page changed to material design (MD Settings). Many users seem to have received material design chrome://settings in Chrome M59, but this changed notification setting against user expectations if they have it previously set to "Allow all sites to show notifications", because in the new MD UI user can only choose between Ask (Ask before sending) and Block (Blocked). Repro steps: 1. If chrome://settings already shows material design UI, disable it in chrome://flags/#enable-md-settings and relaunch 2. Go to chrome://settings/content and select "Allow all sites to show notifications" in Notifications 3. Enable MD Settings in chrome://flags/#enable-md-settings and relaunch Expected: Notifications setting remains unchanged from "Allow" Actual: Notifications setting changed to "Ask"

Is the equivalent of the previous "Allow all sites to show notifications", to turn off the Ask before sending (recommended)" toggle? Also is the new page using the same prefs as the old page? Something seems off, as users settings should not be affected as a result of the UI change.

#c3: If you turn off "Ask before sending (recommended)" toggle, it changes to "Blocked".

Since "#enable-md-settings" flag is introduced in M-53 builds, tested this issue on Windows 10, Ubuntu 14.04 and Mac 10.12.5 with chrome #53.0.2785.0 and observed the "Notifications setting" changed to "Ask", this is a non-regression issue marking it as untriaged. Attaching the screen-cast for reference.
