What steps will reproduce the problem?
(1)Sign in to user ->Launch chrome -> Open Devtools and click on Sources Tab
(2)Now Click on Snippets section and try to add New snippets(>20) till vertical scrollbar appears
(3)Go to 'customize and control Devtools' -> click on Settings ->Preferences -> near Appearance,change the theme to 'Dark'and observe(kindly refer video)

Actual:Snippet list gets overlapped with other columns while scrolling vertically
Expected:Snippet list text shouldn't get overlapped with other columns while scrolling vertically

This is a Regression issue as same is working fine for 60.0.3096.0/9544.0.0 dev-channel daisy

Note:Issue is not seen in Linux,Windows OS
