Elements panel overflows the styles panel when lack of free space

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 YaBrowser/17.6.0.1628 Yowser/2.5 Safari/537.36

Steps to reproduce the problem:
1. Open devtools
2. Make them narrow enough to be one under another (see pic.)
3. Refresh the page

What is the expected behavior?
Elements panel fits its assumed space window

What went wrong?
The elements list overflows the bottom space out of its window.

Did this work before? Yes 60

Chrome version: 61.0.3029.110  Channel: n/a
OS Version: OS X 10.11.6
Flash Version: 

It reproduces all the time. See picture attached.
 
Made a mistake. The version is: 61.0.3133.0

I saw it once but I can't reproduce it consistently. @lushnikov is this a known issue?

@reporter: Could you please confirm if this is Chromium specific? I am unable to reproduce the issue on the latest canary(61.0.3135.4) on Mac OS 10.12.5(screen-cast attached). Please also check this on the latest canary and confirm if issue is still present there? If reproducible, could be specific to 10.11.6

Hi, right now I can't reproduce it with the same initials. Neither on Chromium or Canary. Though this issue existed for a week or more lately. Looks like there is nothing to update further.
