Regression: 'Developer mode' check-box of chrome://extension is not seen on scrolling towards R.H.S

Chrome Version: 61.0.3135.0 a990af190304be5bf38b120799c594df5a293518-refs/heads/master@{#480321}-32/64 bit
OS: Windows (7,8,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

Steps:
1. Launch Chrome and navigate to chrome://extension
2. Resize the browser towards L.H.S such that 'Developer mode' check-box is not visible
3. Move the horizontal scroll bar towards R.H.S and observe

Actual: 'Developer mode' check-box is not seen after scrolling towards R.H.S 

Expected: 'Developer mode' check-box should be seen after scrolling towards R.H.S 

This is regression issue broken in 'M 61' and will soon update the bisect info:

Using the per-revision bisect providing the bisect results,
Good build:61.0.3129.0 (Revision:478840).
Bad build:61.0.3130.0 (Revision:479232).

You are probably looking for a change made after 479166 (known good), but no later than 479167 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #61.0.3135.0
Adding Release Block-Stable for this issue.Please remove if not the case.
