What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now open 'Emulated view' and click on 'More options' iron icon and select 'Add Network throttling'
3. Now click on 'Width' text field and press 'Tab' key to move focus,observe the focus travel order

Actual: After pressing 'Tab' key grey focus highlight jumps to 'More options' iron icon first instead of going to 'Network throttling' drop down list.
Expected: Grey focus highlight should move in proper order i.e by moving on all options in sequence.

This is a non-regression issue, seen from M-59 series as 'Grey focus highlight' in devtools appears from build # 59.0.3059.0
