Regression: Wrench icon is not seen.

Chrome Version: 61.0.3134.0 (Official Build)  d6653466e313dc83a33ec049a6eef95a31dda435-refs/heads/master@{#480301}
OS: MAC (10.12.3,10.11.6)

What steps will reproduce the problem?
1. Launch chrome ,Open NTP and observe wrench icon.

Actual: Wrench icon is not seen.
Expected: Wrench icon should be seen.

This is regression issue, broken in ‘M 61’ and will soon update other info.

Using the per-revision bisect providing the bisect results,
Good build:61.0.3132.0 (Revision:479900).
Bad build:61.0.3134.0 (Revision:480301).

You are probably looking for a change made after 480168 (known good), but no later than 480169 (first known bad).

Note : Mac specific issue and Able to reproduce in latest Canary #61.0.3134.0
In some systems wrench icon displaying after few minutes and in some system it is not displaying.
Adding Release Block-Dev for this issue.Please remove if not the case.

Wrench icon is visible on the latest canary(61.0.3135.4) on Mac OS 10.12.5. Attached is the screenshot of the same.
