Windows Taskbar Cover Full Screen Video

Issue description

Chrome Version       : 58.0.3029.110 (Build oficial) (64 bits)
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: PASS/FAIL (Version)
    Firefox: PASS/FAIL (Version)
         IE: PASS/FAIL (Version)

What steps will reproduce the problem?
(1) Download any file
(2) Don't close state/download bar in bottom
(3) Open any video in full screen

What is the expected result?

Watch the video in full screen.

What happens instead?

Windows taskbar not close/hide in full screen,
Cover the video.

Please provide any additional information below. Attach a screenshot if
possible.

Chrome 58.0.3029.110 (64-bit)

I have my taskbar set to auto-hide, but when I use Chrome, it regularly blocks the task bar from auto-hiding. 

I've verified that this happens with Chrome, but not with Edge. 

I have been struggling with this problem for over a year. It happens with any sort of Chrome window open, even with a single tab containing only a Google search window. I had been using Chrome in reduced screen mode to avoid the problem, but today after restarting the computer, reduced screen mode had grown to the full size of the screen. I can't grab either the top or bottom of the window to reduce it to a size where I can move it above the task bar.  On many web pages, the task bar covers important functions, like "Send". 

On the product forums, many things have been suggested, and I've tried all of them. So have other users. And there are many other topics that basically discuss the same issue. In fact, I'm shocked to see that you have this bug listed as "unconfirmed".

I've attached a screen shot. This is in reduced screen mode, which as of today is identical to full screen mode, through no action of mine. I know I can fix it temporarily by restarting the computer, but I'm editing multiple documents, and do you know what a pain it is to do this constantly?  I'm about ready to throw in the towel and begin using Edge, which is otherwise an inferior product, instead.

Tested on reported chrome # 58.0.3029.110, latest  Stable #59.0.3071.115 & Canary# 61.0.3141.0 on Windows 10 and Windows 7. We are not able to reproduce the issue. Please find the screencast for reference.

Could someone from MTV look into this issue, as it is mentioned that issue is reproduced on Windows 10.1 - Surface Pro.
