malformed config names cause CL submission on some CLs to fail

Numerous instances of:

07:40:41: WARNING: There exists malformed config names, which results in mismatch between build configs. Cannot decide whether change is innocent to failures. Will not submit

Not sure if this is a CQ.ini issue for those repos, or a bug in the logic or logging.

any idea what that is?

part of the subsystem logic 

For the malformed config  issue, I think it's because the guado_moblab failed at HWTest stage but didn't report any subsys results to failureMessageTable. so it reported the error.
