Monitor and alert on temperatures for any lab-hosted device with a battery

Project Member Reported by bpastene@chromium.org, Jun 17 2017

Issue description

See https://docs.google.com/document/d/1cjWkn6Pv7p2O-XhLyP6Oc1MvSMOQYc-qt4XRmUNI6uw

Taking this initially as I'm familiar with how temp monitoring is done for android devices and I have some available cycles.

We got macbook battery temps: http://shortn/_NgXIU5CNrs

I'll let that run for a bit to get a feel for what a good alerting threshold would be. Meanwhile, I'll look into getting windows laptop temps.

Labels: Ops-AddMonitoring
Removing Infra>Monitoring since this is an alert update to a specific service and not a monitoring pipeline issue. Assigned to Infra>Labs
