Avoid verifying sync tokens sent from browser to renderer

Issue description

Sunny mentioned that the browser is trusted, so the sync point manager in the GPU process could just wait for sync tokens that rely on it and are unverified instead of throwing them away. This would allow the display compositor to avoid a synchronous IPC to the GPU process to verify the sync tokens, which would save power.
