What steps will reproduce the problem?
1. Plug in a Logitech C615 camera
2. Navigate to https://webrtc.github.io/samples/src/content/getusermedia/gum/
3. Observe in the console window that the stream is inactive

What is the expected result?
The stream would be active until the camera is disconnected.

What do you see instead?
The stream is successfully created, but instantly becomes inactive.

What version of the product are you using? On what operating system?
Chrome: 60.0.3112.24 (Official Build) beta (64-bit) (cohort: Beta)
OS: Windows 7 x64
Flash: 24.0.0.189 internal-not-yet-present

This is the only camera I've seen so far that has this issue. This camera does work in 59.0.3071.86 (Official Build) (64-bit). I have a few other different types of cameras, so I'll report back if any of them don't work either.
