The code in recursive_flake_pipeline and recursive_flake_try_job pipeline can use some cleanup, namely:

1. Shared functions between the two for when tasks can start
2. Try job logic can be moved to a new subpipeline, e.g initialize_flake_try_job_pipeline that handles checking for the size of the commit position range and determining what to do next
