Windows: Unexpected 'null' data with Chinese Simplified IME input

Issue description

Chrome Version: 61.0.3132.0 (Official Build) canary (64-bit)
OS: Windows 10 64-bit

What steps will reproduce the problem?
(1) Load https://dvcs.w3.org/hg/d4e/raw-file/tip/key-event-test.html
(2) Enable "Chinese (Simplified, China)" input mode.
(3) Using a Latin keyboard press the letter 'a', and then the delete/backspace key to cancel composition.

What is the expected result?
Events should match output1.png from Chrome 58.0.3029.110 (64-bit) which shows '' as data for the input event.

What happens instead?
Instead, get output2.png which shows 'null' as data for the input event.
