Regression: Unable to resize the browser when Sign in to Chrome bubble is opened.

Issue description

Chrome Version: 61.0.3132.0 (Official Build) (64-bit) 407583a866bb1839b09289b5f2e856b15700ea51-refs/heads/master@{#479900} 32/64-bit.
OS: Windows(7,8,10).

What steps will reproduce the problem?
1. Launch chrome and completely resize the browser from RHS to LHS.
2. Click on browser 'Maximize' button and click on 'Sign in to Chrome' button from profile bubble.
3. Now, click on 'Restore Down' button and try to resize the browser from LHS to RHS, observe.

Unable to resize the browser from LHS to RHS.
Should be able to resize the browser from LHS to RHS.

This is a Windows specific regression issue, broken in M-58 series, below is manual regression range.

Good build: 58.0.3004.0
Bad build: 58.0.3005.2

Note: This issue is not seen on Mac and Linux OS.

Not a P1 bug, since there's an easy workaround (just closing the modal dialogue by clicking "x").
