Able to reproduce the issue in mac 10.12.5 using chrome version #61.0.3132.0.

The above CL is for Chrome OS signin screen use. The string is not in upper case so it's essentially a different string than the one in the screenshot. 

I haven't worked on the user manager for a while now. Assigning to msarda@ to triage.

I also suspect CL https://codereview.chromium.org/2938743002 which changed the string from "Browse as guest" to "Browse as Guest".  Maybe the new string was just not yet translated. I would expect the translation to take some time (the CL landed 1 day before this bugs was filed)

msarda@, sorry it should be due to the translation delay. The file control_bar.html was mentioned in one of your comments in a previous CL when somebody raised the question as to whether changing the texts would affect the Manage People page. I thought what you meant is that this file use a different string. Sorry I misunderstood

Tested this issue on Windows 7, Mac 10.12.5 & Ubuntu 14.04 using latest Canary-61.0.3153.0.

Observed that the text has been changed as per browser language when user click on 'Manage people' section.As it is working as expected,adding TE Verified labels.
