LocalStorage resetting after restart of browser

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3131.0 Safari/537.36

Steps to reproduce the problem:
1. save a value to localStorage
2. close brwoser
3. open broser
4. value is gone

What is the expected behavior?
value should stay

What went wrong?
value is gone

Did this work before? Yes 

Does this work in other browsers? N/A

Chrome version: 61.0.3131.0  Channel: canary
OS Version: 10.0

oh sry can someone move this issue to Blink->Storage->DOMStorage
so i checked in explorer and the site i was noticing this on didnt even have an entry anymore

Yes, this is another unfortunate side effect of the high commit error rates and related issues with the new localstorage implementation on windows. I believe with the latest canary (61.0.3133) things should be better, but I don't really have data yet to confirm that suspicion. Either way it is still likely that the vast majority of windows canary and/or dev channel users lost all the localstorage for sites they visited while in this state. Unfortunately it took longer that I expected to detect this issue and figure out what was causing it.
