Regression: I-beam pointer is seen over ‘Details’ link on chrome://interstitials/quietsafebrowsing?type=malware

Chrome Version:61.0.3132.0 (Official Build) (cohort: 59_104_Win)407583a866bb1839b09289b5f2e856b15700ea51-refs/heads/master@{#479900}(32/64 Bit).
OS:  Windows(7,8,10), Linux(14.04 LTS), Mac(10.12.3, 10.11.6).

What steps will reproduce the problem?
1.Launch chrome and navigate to chrome://interstitials/quietsafebrowsing?type=malware
2.Hover the mouse over ‘Details’ link and observe.

Actual: I-beam pointer is seen over ‘Details’ link, instead of Hand pointer.
Expected: Hand pointer should be seen on ‘Details’ link

This is regression issue, broken in ‘M 61’ and below is narrow bisect:

Using the per-revision bisect providing the bisect results,
Good build: 61.0.3129.0 (Revision: 478840).
Bad build : 61.0.3130.0 (Revision: 479232).

You are probably looking for a change made after 478950 (known good), but no later than 478951 (first known bad).

Fix cursor pointer on details link on Quiet safe browsing interstitial

No href on the link causes the browser to treat it as a normal text.

Tested the issue on Windows-10&7, Ubuntu 14.04 and Mac OS 10.12.5 using chrome latest Dev M61-61.0.3135.4 by following steps mentioned in the original comment. Observed that hand pointer is displaying as expected. Hence adding TE-Verified label.
