in Chrome Home, the new tab page should not show tab cards at the top

Reported by billdill...@gmail.com, Jun 16 2017

Issue description

Steps to reproduce the problem:
I've been using Chrome Home as my daily driver for a while now and there's a small but important change I feel should be made to the new tab page: you should not be able to see the tab cards at the top of the new tab page, it's just noisy and messy, even confusing and distracting! see attachment to see what it should probably look like (as long as the tab cards aren't visible in the back, i don't think having the google logo is necessarily the best choice, I just did it quickly)

What is the expected behavior?

What went wrong?
see above

Did this work before? N/A

I can see why having the tab stack in the back may be more distraction, it makes the new tab transition more lightweight and less heavy. @Chris - if you feel otherwise feel free to comment.

If we see more such feedback, we can consider alternate designs.
Also, it would be a smaller version of the new tab page for desktop, which is nice for familiarity and consistency.
