Regression: [DevTools] 'Web manifest' link is not aligned properly and looks weird under Application section.

Issue description

Chrome Version: 61.0.3132.0 (Official Build)407583a866bb1839b09289b5f2e856b15700ea51-refs/heads/master@{#479900} 32/64-bit.
OS: Windows (7,8,8.1,10).

What steps will reproduce the problem?
1. Launch chrome, open DevTools and go to 'Application' section.
2. Dock the DevTools to it's bottom and observe the 'Read more about the web manifest' link.

'Read more about the web manifest' link is not aligned properly and looks weird.
'Read more about the web manifest' link should align properly.

This is a Windows specific regression issue broken in M-58 series, below is manual regression range.

Good build: 58.0.3021.0
Bad build: 58.0.3022.0

Note: This issue is not seen on Mac & Linux OS.

Good build:58.0.3021.0 (Revision:452347).
Bad build:58.0.3022.0 (Revision:452713).

You are probably looking for a change made after 452418 (known good), but no later than 452419 (first known bad).
