Regression: [DevTools] 'Sensors' section in Console is seen blank.

Issue description

Chrome Version : 61.0.3132.0 407583a866bb1839b09289b5f2e856b15700ea51-refs/heads/master@{#479900}
OS : Windows(7,8,10), Mac

What steps will reproduce the problem?
(1) Launch chrome, open dev tools window and navigate to Console section.
(2) Then open Sensors section and observe.

Actual: Sensors section is seen blank.

Expected: Sensors section should no seen blank.

This is a regression issue broken in ‘M-61’, below is the Manual Regression range and will soon update other info.
Good build : 61.0.3130.0
Bad build : 61.0.3131.0

Using per-revision-bisect providing the bisect results,
Good build: 61.0.3130.0 (Revision: 479232).
Bad build : 61.0.3131.0 (Revision: 479564).

You are probably looking for a change made after 479480 (known good), but no later than 479481 (first known bad).

This looks very random. :)

I can try to debug it on Monday, but it would be nice to have someone from the devtools team peeking at that too.

I think the CL that broke this got reverted. Reopen if this is not the case.
