Regression: Focus is not visble on 'More action' icon after closing 'Edit page' overlay in chrome://settings/onStartup

OS : Windows(7,8,10)


What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/onStartup
2. Click on 'Use current pages' then click on 'More action' icon of any page > Edit and close the 'Edit page' window
3. Observe

Actual: Focus is not visble on 'More action' icon after closing 'Edit page' window
Expected: Focus should be visble on 'More action' icon after closing 'Edit page' window

This is a regression issue broken in ‘M-61’, below is the Manual Regression range and will soon update other info.
Good build : 61.0.3131.0
Bad build : 61.0.3132.0

Note : Will soon update other OS info.

Using the per-revision bisect providing the bisect results,
Good build:61.0.3131.0 (Revision:479564).
Bad build:61.0.3132.0 (Revision:479900).

You are probably looking for a change made after 479873 (known good), but no later than 479874 (first known bad).

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.

This is working as intended on ToT. The dots icon is always focused when the action menu is closed. If closed via mouse, no ripple is shown. If closed via keyboard, a ripple is shown.
