Regression : [md-settings] Remove icon is not visible in Cookies list.

Issue description

Chrome Version : 61.0.3132.0 (Official Build) 407583a866bb1839b09289b5f2e856b15700ea51-refs/heads/master@{#479900} 32/64 bit
OS : Windows(7,8,10)

What steps will reproduce the problem?
1. Launch chrome, navigate chrome://settings/content and click on "Cookies".
2. Scroll down the cookies page and observe the 'Remove' icon in 'All cookies and site data' list.

Actual : Remove icon is not visible in Cookies list.

Expected : Remove icon should be seen next to every cookie entry.

This is a regression issue broken in ‘M-61’, below is the Manual Regression range and will soon update other info.
Good build : 61.0.3131.0
Bad build : 61.0.3132.0

Note : Will soon update other OS info.

Update :

Above issue is also seen in Linux(14.04) and Mac(10.11.6, 10.12.3) OS, on latest canary(#61.0.3132.0) build.

Using the per-revision bisect providing the bisect results,
Good build:61.0.3131.0 (Revision:479564).
Bad build:61.0.3132.0 (Revision:479900).

You are probably looking for a change made after 479873 (known good), but no later than 479874 (first known bad).
