Use dark keyboard when in incognito mode in iOS

Reported by billdill...@gmail.com, Jun 16 2017

Issue description

Steps to reproduce the problem:
iOS provides a dark keyboard (the YouTube app already uses it) . When users are in Incognito mode, the dark keyboard should be used (assuming this is possible)

What is the expected behavior?

What went wrong?
See above

Did this work before? N/A

Louis, can you take a look? Keyboard commands seems to be the closest feature we support to this.

Seems like we just need to set keyboardAppearance to UIKeyboardAppearanceDark for the keyboard when in Incognito mode. One thing though: it is probably easy to do on the omnibox and UI we own, but might be trickier when focusing text fields in the web content.

I mark the bug Available as I won't have the bandwidth to do this feature in a timely manner.
