Make base::WeakNSObject tests that run under ARC

Currently the WeakNSObject unit tests are non-ARC. 

This can cause us not to discover issues with some fundamental code when compiled with ARC enabled.

Ideally we should get rid of WeakNSObject in iOS once everything's built with ARC. However, having tests for WeakNSObject sounds like a good thing regardless of our use of it.

WeakNSObject is only used in two tests now, so this probably isn't worth anyone's time.
