Single finger swipe on Chrome OS sends input events while also going back.

Project Member Reported by esprehn@chromium.org, Jun 15 2017

Issue description

Google Chrome	58.0.3029.89 (Official Build) (64-bit)
Revision	0
Platform	9334.58.0 (Official Build) stable-channel link

What steps will reproduce the problem?
(1) Load http://www.material-ui.com/#/components/app-bar on a touch screen chromebook.
(2) Make the window small enough that the drawer hides.
(3) (Slowly!) Swipe from the left edge of the window to show the drawer with one finger.

What is the expected result?

The drawer should show or the page should go back, probably not both?

What happens instead?

The drawer keeps tracking my finger as I drag sideways, so Chrome is sending input events to the document that's sliding sideways and repainting the whole document every frame. If Chrome is going to move the whole viewport sideways it should probably block the input events from ever going to the page once the viewport starts moving, otherwise you're doing two things at once and can inadvertently cause a side effect in the document as you're swiping back.

I'm not sure about this issue, I can get the drawer to come out by swiping the finger from left (on Caroline Version 60.0.3112.34 (Official Build) beta). It's at times a bit tricky to not accidentally just shrink the window more instead, but nothing terribly bad imho
