Play Store (beta) appears to be available to enable, even though corp policy disables it

Issue description

Chrome Version: 60.0.3112.20
OS: ChromeOS (Caroline)

What steps will reproduce the problem?
(0) Sign-in with an account that has Play Store disabled via corporate policy.
(1) Open Settings.
(2) Find the Play Store (beta) section.
(3) Click Turn On.

What is the expected result?

Expect that the Play Store option is not there, or is greyed out, since it is disabled via corporate policy.

Expect that if it is there, then it actually enables Android apps on the device.

What happens instead?

The button is present, and clickable, but has no effect when clicked.

I believe that this worked as intended prior to the Material Design migration.

Yeah, the subpage implementation is not great in the diabled-by-corp case.

Not urgent enough to fix for 60

Ignore comment #5, I was confusing "force enabled" (which is a little odd UI-wise, but fine) vs "force disabled".

The simplest fix is just to correctly disable the 'turn on' button, which would look like this.
