Handle error reporting when geolocation is off and access has not been granted on Android |

Issue descriptionCurrently, if geolocation is off, and permission for geolocation is in the ASK state, we do not ask the user for permission and report PERMISSION_DENIED. This seems problematic, but reporting POSITION_UNAVAILABLE could provide more information than should be provided to a website that has not been granted geolocation permission. Alternatively, we could always ask the user for permission. This seems like it might be the best option, although we would then need to follow up by asking the user to enable geolocation.

The location settings prompt (with backoff) in issue 672301 handles this sufficiently. Beyond that I don't think it makes sense to keep prompting the user. |
