'Forgetting' a connected wifi network does not disconnect the network

Issue description

Chrome Version: 61.0.3129.0
OS: CrOS

What steps will reproduce the problem?
(1) Click system tray
(2) Click on connected wifi network list item
(3) Click on connected wifi network list item in the wifi list
(4) Click 'FORGET' button

What is the expected result?

Wifi network is disconnected (and forgotten).

What happens instead?

Wifi network remains connected (the dialog closes but nothing else appears to happen).

The current behavior is actually expected behavior by design. It may seem a bit unintuitive, but there is a use case for it:

When a user connects to a network, that connection is remembered automatically.

If a user wants to remain connected to a network, but not store the credentials on their device, this allows them to forget the network but remain connected.

It's an edge case either way, and I don't really have a strong opinion here.

FWIW, Android disconnects when forgetting a network, so if we want to be consistent we could change the behavior.

Yeah, wanting to stay on a network without having credentials seems like an edge case to me. Disconnecting when you forget a network makes more sense.

This was fixed somewhere along the way.

Clicking on 'FORGET' button causes the network to be Wifi disconnected and forgotten. Verified on M64 dev build (10115.0.0, 64.0.3264.0).
