Fix consistent failures on Nougat Phone Tester

The public N bot has been in bad shape for a while:
 - chrome_public_test_apk fails on a bunch of tests
 - unit_tests times out

Also, test-results doesn't know about chromium.android.fyi and thus has no results for it :(
