Issue description

Encode time, total delay and dropped frames have increased for VP8 simulcast. Ramp up and ramp down times have improved though.

The dashboard identifies https://chromium.googlesource.com/external/webrtc/+/e566e175d183497dc8760ef27d33c8523cc63f45 as the cause, but I don't think that can possibly be correct. Nevertheless assigning to sprang@, since the regressions come from the screenshare tests?
