Regression: Focus is seen chopped for 'X' icon of add person in md-settings/accounts page

Issue description

Chrome Version: 60.0.3112.34/9592.22.0 Beta-channel Candy,Minnie.Daisy
OS:Chrome

What steps will reproduce the problem?
(1)Sign in to user->Launch chrome and navigate to chrome://md-settings/accounts
(2)Near Add person -> add a person, now press tab still focus reaches 'X'icon  and Observe(Kindly refer screenshot)

Actual:Focus is seen chopped for 'X' icon of added person,while tabbing
Expected:Focus shouldn't get chopped

This is a Regression issue as same is working fine in 59.0.3071.91/9460.60.0 stable channel candy

@stevenjb: Please confirm the issue

Note:

1.Issue is not seen in Windows,Linux OS
2.Able to reproduce issue in latest M-61

This is not Blink's focus implementation issue, removing Blink>Focus
component.

+dschuyler: Is this related to recent discussion about "dots" menu icons inside lists?
That looks likely. If it's in an iron-list with a scrollable behavior then that would be the same issue.

The Alan-approved fix is to move the button left so that it's not clipped (which can be done by clearing the -webkit-margin-end: -8px; that is applied to it).

I can't reproduce this any more, I suspect it was a temporary regression.

I think it may have been addressed in CL 2918953002 (just an fyi)
