[Missing Tests]:Web MIDI: data loss on receiving continuous sysex on Chrome 58+ on Windows

Issue description

Automated tests for the below commit have been missing.Would it be possible to add test coverage to avoid regressions in future?

This has a same difficulty with the issue 733553, and could be more difficult to catch.

I myself have a strong interest to test such problem over a faked device driver. But could not make it soon.

This time, I use a third party driver, loopmidi, to reproduce the problem (see  crbug.com/730647 ).

I may be able to write automated test for this specific case with the loopmidi.
But, for crbug.com/733553, we still need manual operations to reproduce the case.

If I could write a loopmidi like driver that have more functionalities such as faking device connection/disconnection, the test could be automated (but it's still be hard to run on our trybot infrastructures)
