Steps to reproduce the problem:
Try to use devtools while Chrome is being controlled by ChomeDriver. The devtools window will close. This is due to devtools only allowing one debugger per page:

What went wrong?
This regression makes it completely impossible to add breakpoints and debug issues with browser-side scripts the interact badly with Selenium and its derivatives, e.g. Protractor.
