Regression: Focus ring disappears from 'Sign in to Chrome' button after hovering mouse on Profile name

Chrome Version:59.0.3071.104 (Official Build)1c037b7399035b4209e72455256615e8972493aa-refs/branch-heads/3071@{#790}-32/64 bit
OS: Windows(7,8,10),Linux (14.04 LTS)

Steps:
1. Launch Chrome and Click on Avtar icon
2. Hover mouse on Profile name(You) and observe.

Actual: Focus ring disappears from 'Sign in to Chrome' button after hovering mouse on Profile name

Expected: Focus ring should not disappear from 'Sign in to Chrome' button after hovering mouse on Profile name

This is a regression issue broken in M-59, will soon update the bisect info

Good build: 59.0.3043.0
Bad build: 59.0.3044.0

Note: Above issue is not seen on Mac OS

Able to reproduce the issue on Windows 7 & Ubuntu 14.04 using chrome latest Canary-61.0.3131.0.
Manual Bisect:

Good build: 59.0.3043.0-Revision-457297
Bad build: 59.0.3044.0-Revision-457648

Per revision bisect info:
------------------------
You are probably looking for a change made after 457493 (known good), but no later than 457494 (first known bad).
