Tether connections do not work if already connected to Wi-Fi

Issue description

1) Disconnect from Ethernet
2) Connect to a WiFi network.
3) Scan for and attempt a connection to a Tether host.

Observe that it fails to correctly connect, but it actually correctly connects to the WiFi hostpot (indicated in the WiFi networks list.)
 
Can you clarify what this means? Are you saying that we correctly disconnect from the previous Wi-Fi network and connect to the Wi-Fi hotspot, but the Tether network does not appear to be connected in the UI?

Can you also provide logs for this?

I actually can't repro this after trying to several times. Closing this issue.
