DevTools: contentprovider exception

Issue description

Chrome Version       : 60

What steps will reproduce the problem?
1. Goto webkit.org
2. Open devtools, open settings, preserve console log upon navigation
3. In console, evaluate:
       fetch('http://www.google.com').then(console.log)
4. Notice there's an error (enable all levels of logging if there's none):
       Uncaught (in promise) TypeError: Failed to fetch        (index):1 
5. Navigate to google.com
6. Click on the "(index):1" in the error.

 
[For the record] the investigation revealed, that:
1. The ResourceMapping now plays role in rawLocationToUILocation mapping
2. But ResourceMapping doesn't call updateLocations() on cssWorkspaceBinding/debuggerWorkspaceBinding when it's UISourceCode goes away
