Could you tell us what firewall or proxy you're behind?  Are you behind a Watchguard security product?

Could you attach a NetLog to the bug of the error? See this link for instructions.

I think it is a watchguard product indeed (this is on a semi-public
network).
I will try to get the netlog when I'm there again.

If you're being a watchguard product, this is the same as  issue 733223 , and the name of the watchguard product would be more useful than the log.  If you can confirm it's a watchguard product, I'll merge this bug into that one.
I can confirm it is a watchguard device. But I have no idea what version.

Thanks! We've contacted Watchguard, but there's been no recent response. It's a bug in their products. Watchguard misunderstood how the TLS protocol is intended to evolve.

As a workaround, if you have content inspection disabled, you should also disable the "Allow only SSL compliant traffic" setting.
