In"incognito" mode, the ChromeCast "Manage Cast Devices" functionality is not working

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.86 Safari/537.36

Steps to reproduce the problem:
Initial Setup:
The chrome browser is added with Chrome cast plugin app.

1. Launch the Chrome browser
2. Right click on the cast app and select the "Manage Cast Devices" option
3. A new window is displayed with "device searching process"
4. Close the window and try the same(1-3 steps) in "incognito" mode

What is the expected behavior?
The device searching should happen with a proper search screen

What went wrong?
A blank window is shown without any device searching process

Derek landed a fix to disable setup from Incognito, so this should now be fixed.
